Cannot understand what you mean.
If I am correct, you talk about the black tab-buttons header on top of the topics?
Pin topic action is only performed by the admin at the moment in two different ways: (1) by pressing the "pin icon" button in the discussion boards table, and (2) by pressing the "pin item" button in the topic board table (But these are only visibloe to the admin.

Not meaning the topics list view, mean the specific topic view (when opened).
</br>Not sure if the admin/moderator can pin/unpin the topic from there, they have to go back to the list view and find the topic to pin/unpin it
