Hi Jaclyn,
1) if they give you the permission to do it you can (note that others may reuse those videos in their activities, that's the idea of the video gallery after all). After submitting the video I can give you a URL where you can enter metadata for it (title, description, author etc.) to appear at the video gallery (http://gallery.clipflair.net/video)
2) at YouTube videos, there is some button to show more details and then you can usually see info on the license. Note that CC (Creative Commons) licenses are preferred (apart from CC0 of course which means closed/commercial). Also note that Standard YouTube license means that the video is only for use in the YouTube player, so unless you get special permit from the video author you shouldn't upload to our gallery.

Regarding [2], there is a way to use a YouTube video URL directly in ClipFlair Studio's Clip component, but you can only get a TEMPORARY url from each machine due to YouTube's restrictions:

0) say you have the video
https://www.youtube.com/watch?v=xm2W6nP9BxA

1) then you change the URL, added ss before youtube so that you get
https://www.ssyoutube.com/watch?v=xm2W6nP9BxA

2) this will redirect to something like:
http://en.savefrom.net/#url=http://youtube.com/watch?v=xm2W6nP9BxA&utm_source=youtube.com&utm_medium=short_domains&utm_campaign=www.ssyoutube.com
where on the right handside of the screen you see "Download links" for various available video qualities for the YouTube video (the higher quality, the better it looks, the slower it comes down the wire). You can right click one of those quality links (say MP4 360p) and select "Copy shortcut" (or however your webbrowser says that).

3) open ClipFlair Studio (http://studio.clipflair.net) and add a Clip component

4) press the wrench button on the Clip component's titlebar to turn in over and see its properties

5) click in the Media URL text field and press CTRL+V to paste the URL you copied at step [2] above

6) turn over the Clip component by pressing the wrench button on its titlebar again

7) press Play button
